IRC has been working in Pakistan for approximately 40 years, leading and delivering large, complex programs to meet the needs of health, education, safeguarding, environmental health, and livelihoods for displaced, poor, and disaster-affected communities. With the support of the federal and provincial governments, and generous donors like FCDO, ECHO, USAID, GAC, and Australian Aid Agencies the IRC is currently implementing projects across the country.
Job Overview/Summary:
The position holder will be based in the Quetta IRC office and will contribute extensively to the successful execution of project health sector activities. They will conduct field visits to health facilities to monitor and support field teams, and coordinate with the project team to ensure the quality of health services is in line with predetermined quality standards; any other tasks assigned by the supervisor.
Key Responsibilities:
Actively participate in the overall management and implementation of the health component of an integrated project on protection, health, nutrition, and education services, designed to holistically respond to and address the diverse needs of Afghan refugees and highly vulnerable host communities in Afghan bordering districts of Balochistan province. They will ensure the achievement of project objectives and quality in health service delivery with a strong focus on timely and quality results, collaboration, participation, empowerment, accountability, and client satisfaction. The incumbent will work with numerous counterparts’ teams, implementing partners, and technical experts. Major duties are described below.
- Act as a representative for health-related program activities as required to ensure performance according to desired objectives and outputs.
- Support the supervisor, MEAL, and field teams to ensure project objectives are met in compliance with donor regulations.
- Provide support in monitoring the rehabilitation/up-gradation of health facilities
- Coordination with implementing partners, relevant government departments, and key stakeholders for scheduling and conducting training.
- Conduct regular field visits and provide technical assistance to field teams, as needed
- Support Senior Program manager in ensuring timely progress towards planned outputs and results; keep implementing partner and other staff appraised of progress and issues; make recommendations to resolve problems and take the lead in implementing agreed-upon actions.
- Record and share project-related meeting minutes and follow-up action points
- Coordinate with relevant departments to ensure effective implementation of activities, and to provide accurate information to the field regarding regulations to improve project implementation
- Ensure synergy and linkages between health activities and other program elements including protection and education; ensure alignments and linkages with other IRC programs
- Ensure adherence and compliance to IRC and donor policies and procedures.

External: DoH, Government Service Providers, and implementing partner teams
Job Requirements:
Education:
Minimum required qualification includes a master’s level qualification in Social Sciences,
International Development, Public Health, or a related subject, demonstrates a sound knowledge of public
health programming in the local context
Experience:
4 – 5 years of experience in Health sector projects, (at a similar post) preferably with a focus on health system strengthening/ primary health care/ nutrition, as a part of the international NGO team member with similar responsibilities, in Balochistan; proven ability to work in a diverse team.
